A culture where victims are stigmatized and attacked, as well as routinely asked what they were wearing or what they did to bring this upon themselves is a big part of rape culture. A lot of men (and apparently some women) don't seem to understand this. It's not enough to make it a crime or something that most people would say is wrong, because as you pointed out, our culture normalizes it, and protects perpetrators while further traumatizing many victims.
And on top of all that, I've always hated that song!
