A lot of people who live in North Africa are Muslims, so it's not surprising. China and India are highly patriarchal cultures, but that doesn't negate the fact that in plenty of other places, all around the world, female nudity is not fetishized the way that it is in America and people, even pubescent boys, don't freak out about it because it's a normal part of their everyday lives in certain contexts.

I've already stipulated to the fact that teachers ought to dress professionally, but the fact remains, what exactly that looks like is up for debate. The woman whose photo I posted wasn't showing any cleavage, and yet you two decided it was inappropriate. That is your opinion, and that's fine, but still, other people have other opinions and there is no definitive correct answer.
