A stranger on the street has no ability to make you dependent on them or to limit your independence. That's the difference. And as someone who has studied domestic abuse, you ought to be able to make that distinction. It doesn't mean that sort of behavior isn't problematic and meant to intimidate you, and things like harassment can make women change their everyday behavior as far as changing their routes, etc. - but per your own definitions, things like cat calling do not fit the criteria of coercive control- which is a domestic abuse term, because it does not take place in the domestic sphere with people who know you.
