Because we live in a patriarchy where women are judged as being too forward or too masculine if they are assertive in sexual/romantic interactions and most men don't actually like that. Plus, men tend to view women who do that as sexually available to them, and it comes with a safety implication on top of a "too masculine" implication.

All sorts of people are capable of all sorts of things but pretending like it's a common phenomenon for women to flirt with a man as a "hurtful prank" is just absurd.
