Before the pandemic hit I was collaborating on a book about just this with a NYC photographer who has taken nearly 100 photos of men, women, and non-binary people without their shirts on in public (in cities where that is legal for women). It's called the Topless for Equality project. This really is an issue of equity and de-objectification of women. Hopefully, we'll get to resume the project again at some point when she isn't having to support herself in other ways.
In the meantime, I struggle with this too. I don't want to always have to wear a bra in public, but I also don't care for the attention that it garners when I don't. It's not a fucking invitation! It's a human body. I'm working on being bolder, but it's slow going.
