Fair enough on the reason that you wanted to hear my definition. Maybe it is jargon, but it's also describing a very real condition where 1 in 5 children doesn't have enough to eat to meet FDA guidelines of sufficient calories and nutrition. A country as rich as this shouldn't have 20% of it's children hungry.
