For the past 8–10K years we’ve had both the social system (dominance hierarchy) and the other factors that encourage warfare (high population density, personal property, etc.). We glorify violence as right and necessary as a part of the social system. That doesn’t mean that it doesn’t take training and indoctrination for people to actually be able to kill unless they are defending themselves.

Are we still evolving? I certainly hope so.
