Sure, testosterone affects libido, for both men and women, but so do estrogen and progesterone in women. Saying that because women naturally have lower levels of testosterone they have a lower sex drive makes about as much sense as saying that because men have lower levels of estrogen (yes, men produce estrogen too), they are the ones with “less compelling” libidos.

Both men and women have a mix of hormones that is considered normal for that gender and trying to evaluate women through the lens of what is typical for men gives a skewed and erroneous picture. In women, estrogen and progesterone are the main sex hormones, and although testosterone plays a part, it is largely converted to female sex hormones. If too much testosterone is present in women, it cannot be converted fast enough and leads to things like facial hair. Testosterone also does more than just affect libido.
