Here’s what I said: “I guess it depends what you mean by power. Groups that make decisions together with all members having equal say have the power to decide if the tribe is moving on to another hunting ground or if they are going to banish or execute a member. It’s just not being made through a hierarchy — a chief, a ruling council, or what have you.”
