I don't know that it's appropriate to question a woman you don't know on the street about why she is dressed as she is, but the intent is on the right track - making assumptions without gathering information or going straight to the horse's mouth is a bad idea. If there isn't a way to politely do that, then table your assumptions and go about your business.
