I had heard that as well, but when I looked into it further, it seems to be a controversial idea in that the fleas responsible didn't just live on rats, but also could live on cats, and humans as well. But, it seems to me if you had thousands fewer cats for a significant period of time, it would surely impact the number of rats running around.
