I understand that it can be more difficult to communicate via relay message. I get frustrated by that at times too.
And, since I'm way, way less familiar with Canadian law and labor practices than I am of the US, I'm afraid I'm still confused. Hiring quotas are still not pay adjustments, and from what I could find from some quick research hiring quotas never existed. The Canadian government did have various affirmative action initiatives to try to balance out prior discrimination - not just for women, but for Aboriginal peoples and those with disabilities as well. "The PSC, in cooperation with the TBS, and in support of the Affirmative Action Program, developed a series of special measures to encourage the recruitment and advancement of Aboriginal peoples, persons with disabilities, and women."

Certainly not everyone agrees that discrimination can or should be addressed with affirmative action initiatives, but they are then welcome to propose their own solution as to how to redress decades of unfair advantage the men (and mostly white men) have had.
