I'm not sure exactly what would "inhibit the initial success" of criminals other than to create a more healed society where fewer people are likely to try to harm or take advantage of each other.

For example, for decades, girls have been educated from the time they are in elementary school about how "not to get raped" and yet this has not significantly reduced sex crimes because until you change the social dynamics that make people want to rape others, you're kind of stuck - unless you want to ask girls and women to never be alone with a man.

Perhaps I'm misunderstanding you. If you have specific ideas in mind that illustrate what you mean, I'm happy to hear about them.
