Nearly twice as many non-poor fathers as poor ones do not pay child support. Amongst poor fathers, a higher percentage of them don’t pay, but that’s not the same thing as looking at the total numbers of deadbeat dads and the high percentage who can afford it who shirk that responsibility.
You are correct that the study is rather old, but I see no reason why the dynamics should have changed all that much since I see everywhere I look examples of men who can afford to pay child support who don't. MRAs talk constantly about how they shouldn't have to pay anything, and many of them don't, leaving their offspring worse off.
Once again, you've made my point for me - in patriarchal cultures men are more concerned with supporting their own biological offspring (although this is far from universal as already noted). In the other cultures that I already named and gave citations for, it's not nearly as important. As the OP makes clear, Evo Psych promotes modern Western patriarchal values as being timeless and universal - and they demonstrably are not.
