It's OK to make an innocuous, non-demanding comment - say, about the weather or how the produce looks today at the market. The problem arises when a guy doesn't pay attention to how that's received and proceeds to try to force a further interaction if she's given no signals that is welcome. That's where the creepiness comes in - in continuing to try to get something from her when she's made it clear she wants to be left alone.
