Men have always turned a blind eye to women being harassed. That's not new in the slightest. Read Katie's article that I already linked to you - she covers it in detail. I was groped by a stranger in a crowded bar 35 years ago and my date did absolutely nothing at all. That's par for the course.
I'm sure that man was a scary sight, but that still doesn't explain your premise about "feminized men" unless you are also putting yourself in that category. It doesn't explain why you didn't just call the police from a distance or help her in some other non-confrontational way. This whole thing smells to me like you trying to find a way to absolve yourself in this situation.
