My new mantra these days is that all of these things are not "women's problems" they are in fact "men's problems" because it is the pervasive culture of masculinity that drives violence (including sexual violence) against women, but also against other men. The very clear solution is that men need to start challenging these norms that equate masculinity with dominating others and controlling women.

In cultures that don't have that construct, rape essentially doesn't exist. It's a problem of patriarchy. Dismantle the norms of masculinity in that social system that harm others, and in fact, harm men as well, and we could maybe have a better society.
