Overwhelmingly, when a woman claims a man has assaulted her, it's because he has. It's an everyday occurrance, particularly in the military where the Pentagon says 38 men are raped every day (by other men) - God only knows how many women are, but at least 85% are sexually harassed. Only in very particular situations with particular dynamics does a woman make a false accusation. I'm going to say, without knowning any of the facts beyond what you've written here, that this woman is a double victim - both of Riggins and of the rape culture that she lives in.
