Some women are attracted to that, and behave accordingly, but it's not the norm for women - something that is quite well documented. It is the norm that men consider looks to be one of the very most important things about a woman and for some men, I'm sure money factors in there as well.
The narrative that this is the primary thing that most women care about is a story made up and passed around by men because it provides plausible deniability for why women aren't interested in their personalities, lack of self-confidence, poor grooming, etc.
