Systemic and institutional racism has little to do with personal prejudice and the vast majority of racism (and sexism) is perpetrated through unconscious bias. Conscious thought is about 2% - the rest is cultural narratives, stereotypes, personal experiences, etc. One doesn't have to have malicious intent in order to be causing real harm and in fact, a person may have conscious beliefs in equality and still act at times in racist or sexist ways due to unconscious bias.
