TERF stands for trans-exclusionary radical feminist. Some lesbians may fit into that category but their stand is less about who is a lesbian than about who is "real" woman. The position comes largely out of fear-mongering about men in dresses who are going to use that to as cover to abuse women. It's a pretty hostile stance that erases trans people as human beings and negates the science around gender identity.

Fetishizing someone's race is different than having a preference for other types of physical traits because race is a part of identity in a way that having certain color hair is not. There’s a difference between attraction and fetishization. Attraction is being drawn to someone because of some of their features, their interests or their personality. Fetishization, specifically in regards to race, is being attracted to a person solely because of one thing: their skin color.

By fixating on someone’s skin color, they’re being othered in a sexual way.Sure, everyone has physical preferences in regards to romantic partners. However, there’s a big difference in saying “I like green eyes” and “I like a nice, chocolate man.” One is a characteristic, the other is part of their identity.Source

Racial fetishes tend to come out of stereotypes that someone has learned to associate with that person’s appearance or heritage.
