People in patriarchal dominance hierarchy constructs seek power and to rule by Might Makes Right - even if sometimes those people are female - they are still operating under the same type of social system. For 97% of history, men didn't engage in patriarchy, so it's definitely less about gender and more about what type of social system is operating.
