The author's first sentence is, "I'm not trying to steal focus from the patriarchy." I'm simply pointing out to her that all bullying is a function of the dominance hierarchy that is patriarchy.
Of course individuals should be held accountable for their behavior, but it's a mistake to discount how big a part culture plays. Cognitive science says that only about 2% of thought is conscious and the rest is societal narratives, childhood programming, what you watch on TV, etc. In other words, unconscious bias and all sorts of cultural indoctrination play a huge part in all of our lives. Individual effort alone is not enough to combat that.
For example, the US military has a culture of violent domination. And one of the manifestations of that is that around 25% of women in the military are raped, and around 80% are sexually harassed. The Pentagon says that 38 men are raped per day as well. This is despite the fact that the military has stepped up penalties, increased education, etc. Also, there are many men who serve who would never do anything like that, but their individual behavior alone is not enough to counter-act the culture. So, I'm all for holding individuals accountable, but that is never going to solve the societal problems that we face in and of itself and I think that we need to recognize that.
