The fact that women are far less likely to encounter bears than they are to encounter men alone in the woods doesn't erase the fact that bears rarely hurt humans, and men hurt women on a super regular basis. Bears don't go looking for women walking by themselves to target. There are men who do exactly that and there's no way to know if the guy you come across in the woods is one of those or not until he attacks and harms someone.
There are far, far more women than 66 since 1784 who have been targeted and hurt or killed by men when they were out for a run or a walk, taking a hike, or camping. The metric isn't based on lifetime encounters, it's based on being alone in the woods with one or the other.
