The first amendment refers to prohibitions on the government censoring speech, and says nothing at all about what private citizens may say to each other, but aside from that, I completely agree with you. There's a well known saying that goes "Satire is meant to ridicule power. If you are laughing at people who are hurting, it's not satire, it's bullying."
Your headline was clearly meant to ridicule the uptight folks who are up in arms about a young female political leader going to a party, and was not actually attacking or disparaging her. It's not hateful, because as you pointed out, it's obviously absurd. That guy needs to take a pill.
