There's a huge amount of actual bullying, abuse, and victimizing that takes place as a matter of course in this culture. Pretending that isn't so doesn't erase it.

One example, the US military has upped its education and punishments for sexual assault and harassment in recent years and the levels of reported abuse has actually increased. If your society is based in a patriarchal dominance hierarchy as most Western cultures are, then abusing and disenfranchising others is just par for the course. It's not like it's actual in dispute that predatory and victimizing practices are par for the course in our society.
