This has nothing to do with "wiring" and everything to do with socialization. In lots of cultures, including a lot of European beaches, etc., female toplessness and even nudity is normal - and therefore not some sort of trigger. If men really are animals who can barely control themselves, shouldn't we take most responsibilities away from them and give them to those with cooler heads? I don't want someone with no self-control with their finger on the nuclear button, for example. But they can and do exercise self-control, because they aren't slobbering wolves who can't behave themselves - but only in cultures and situations where they are actually messaged that this is the "normal" way to act.
