This is not a story about flashing genitals in public settings, although if you lived in Berlin and many other places in the world, you'd commonly see naked people (men and women) in public parks and beaches, so there's that. Children are the people in the world least bothered by nudity - they have to learn from uptight parents that it's problematic (because it's assumed to be sexual). But, nudity is not inherently sexual, or inherently inappropriate. That's the point of the piece.
