This is the widely held view but it comes out of a patriarchal and monogamy-oriented mindset. Recent science tells a different story. Men orgasm quickly (and then roll over and go to sleep) to make way for the next mating partner to take his turn. Female primates (and not just women) vocalize more than males during sex and historically this was a kind of advertisement that they were "in the mood." Not being able to orgasm quickly with one partner encourages multiple matings which may eventually "get her there" - quite possibly multiple times (men are rarely multi-orgasmic, but a multi-orgasmic woman would be encouraged to keep seeking partners and wide variety of genetic material). The head of a human penis is specifically designed to displace the semen of other men, but it's still biologically and evolutionarily advantageous for the woman to have multiple partners to have access to the sperm that is truly the fittest.

This theory makes a lot more sense than the monogamy/patriarchy one does. But still, in modern times most humans aren't engaging in multiple matings so the rest of what you said is important and essential for closing the orgasm gap.
