This is what I don't get (well, I do, but it's out of alignment with other types of crime reporting) - the person reporting a crime should be believe until such time as a thorough investigation indicates that they shouldn't be. A small percentage of reports of other crimes are also false accusations, just like a small percentage of sex crimes, but we don't automatically disbelieve any other category. And these are not allegations or accusations - they are reports of crimes just like any other report of a crime and they should be treated as such.
