Women prefer tall males because a lot of the world has lived in a patriarchy for the past 5,000 years and within that context they are attracted to someone who reads as a provider - but that's a very specific social context that is not out of our Paleolithic past as claimed and is not even universal around the world today.
If the Mosuo of China, a society where the women are heads of households and do all the farming, also preferred tall men, then we might be able to say it is a biologically determined behavior. Absent that, I'd say it's a pervasive cultural cue.
