Yes it absolutely does - because when they see it happening they do nothing whatsoever. Remember the woman who was raped on a subway train about 6 months back? Granted, the women on the train didn't do anything either, but still... acceptance of this in society is absolutely at the core of why it happens so frequently. And we know that because... in cultures that don't accept it, it doesn't happen. And all the power in our culture is still squarely in the hands of men. Despite some progress on that front, business, government, and society in general are still run by white men.

As I said to you before, I've been in a lot of clothing optional spaces, swinger's clubs, nude beaches, and the like, and men there do not behave like men out in the regular world because the norms of those spaces do not allow for that. I have never felt safer in my life in public than in those places, wearing nothing or not much. It's where I reclaimed my sense of my body as belonging to me - and not to a world of men. I've often felt a whole lot less safe fully dressed walking on my way to work. The culture of what we allow makes all the difference.
